is an engineering and environmental
services company offering civil and environmental engineering,
corrosion protection, environmental assessment and corrective action, ground-water availability
studies, and other consulting services in Texas and surrounding states. Formally “Environmental Fuel Systems, Inc. dba Chapman Engineering”, the company pioneered unique underground storage tank (UST) release
detection and remediation solutions to the petroleum
retailing industry in the late 1980’s and early 1990’s.
The company began corrosion protection work on UST systems in the mid-1990's, and has expanded its corrosion work -- which includes cathodic protection -- to include "Master Meter Operator " monitoring under the rules of the Railroad Commission of Texas, and the U. S. Department of Transportation. In October 2007, Chapman Engineering acquired the assets of C. R. Jones & Associates, Inc., a well-respected company in the Texas corrosion protection market. Mr. C. R. Jones is working with Chapman Engineeering at this time, on a wide range of projects.
On behalf of clients, Chapman Engineering spends a great deal of time interacting with regulators at the Texas Commission on Environmental Quality (TCEQ), in a wide range of areas. Thanks to its initial thrust in UST release detection, cathodic protection, and equipment upgrade work, the company is very familiar with the UST rules at 30 Texas Administrative Code (TAC) Chapter 334. It has worked with industry associations, regulators, and other consultants in formulation of the Texas Risk Reduction Program (TRRP) rules, at 30 TAC Chapter 350, as well as related guidance documents under this nation-leading "risk-based corrective action" approach
